Belial - Marquis of Darkness can its effcet work on another Belial - Marquis of Darkness if both are in play i am prosome i am right but unsure

The wording on this card precludes any "lockdown". If you have two Belial's on the field, either one is valid fror targetting. No other monster is eligible.

so it does not work like spellcasters can not be targetd like that rule

It does not cause any sort of lockdown.

I'm not sure what you mean by the "Spellcasters" comment....

A lockdown could only occur if one Belial was stopping the other Belial from being seized. But they're not. Belial says your opponent can't take control of any monster you control except Belial - Marquis of Darkness. Well, now you have two Belial - Marquis of Darkness'. He can take his pick.
