Can Black Horn of Heaven be activated on a card special summoned during the damage step? Such as Mystic Tomato's effect?

id say no black horn of heaven can not be activated same as other cards such as torrential.
Black Horn of Heaven = Counter Trap
Counter Traps = Can be activated anytime timing is correct.
That said, no you cannot activate Black Horn of Heaven because the timing is the same as Solemn Judgment / Horn of Heaven which is when a monster is attempting to be summoned and NOT being summoned while resolving the effect of another monster (like Mystic Tomato). Divine Wrath would be the card you're looking for.
