alright when a player uses the effect of targeting 2 monsters to be removed from play does that players opponent get a chance to activate quick play magic and traps before it comes into play because if
player a targets the 2 monster to remove for black luster
player b uses dissapear to remove one of the seleted monsters does the summoning of black luster not happen?

Removing 1 Light and 1 Dark monster from the graveyard is the cost to Special Summon a "Black Luster Soldier - Envoy of the Beginning". It doesn't use a chain, is not considered targeting, and short of using "Solemn Judgment" or "Horn of Heaven", there's nothing you can really do to negate the summon.

well the only reason why i thought it targets 2 monsters is because of the trap big burn cant be used against it
