Black Luster Soldier - Envoy of the Beginning vs Skill Drain

The following is copied from the RONIN software:
" If you activate "Black Luster Soldier - Envoy of the Beginning"'s first effect, and "Skill Drain" is chained to it to negate the effect, or if "Skill Drain" was active before you activated the effect, you cannot attack with "Black Luster Soldier - Envoy of the Beginning" that turn because the activation of the effect was not negated and the condition that is included will not be negated by "Skill Drain".
Is this a missprint of is Black Luster Soldier - Envoy of the Beginning unaffected by Skill Drain? Could someone please clear this up for me.

Basicly

I attempt to Remove CED-EotE from Play but Skill Drain is Activated Since the Activation of The Removal Effect was not Negated the CONDITION (May not attack the same turn this ability is activated) is Not Negated

Skill Drain does not stop you from Activating an Effect...It just Stops the effect

Thanks, I just wanted to make sure Skill Drain did work against BLS-EotB. I knew it should. Some times the rulings are written in such a way it can confuse even a PHD. (lol) :argh:
 
There are situations where this distinction on Skill Drain become very important. You have Skill Drain active on the field and I summon BLS-Envoy, I choose to remove your Horus LV8 with BLS-Envoy's effect, you do not chain because Skill Drain will stop it, I then chain with Interdimensional Matter Transporter (now we have a situation here). Since you now realize that BLS-Envoy won't be on the field when his effect resolves you will lose your Horus you worked so hard to get onto the field, so you chain with Seven Tools, I don't have anything I can add to the chain so Seven Tools negates my Interdimensional, Envoy is still on the field when he resolves so you keep your Horus and I can't attack because I already chose effect 1 which although it didn't work left the condition behind that BLS-Envoy can't attack this round.
