Call of the hounted VS Chains

If your opponent uses Call of the Hounted in a chain does the monster come on the field at resolution or activation?


The reason I ask this happened this weekend at a tournament.

Player A has set Call of the Hounted and set Trintial Tribute
Player B plays Heavy Storm
Player A chains Call of the Hounted
Player A brought a monster from his graveyard
Player A flipped Trintial Tribute

I thought the chain would be
Chain 1: Heavy Storm
Chain 2: Call of the Hounted

Resolve
Call of the Hounted > Heavy Storm

the best way to explain this to people who don't understand is to take the cards from the chain... and run away (JK)... and stack them on top of each other in the order they were activated then have them resolve in reverse order by un-stacking them :D

I did that and they said since TT says you can activate it only when a monster is summoned. I said that I understand that but you can't start a new chain in the middle of an chain resolving. They even went to the internet and printed of the page for TT and it says it can be activated when somebody used Call of the Hounted. I told them that is based on that CotH was used by it self not in a chain. They said putting the monster on CotH was still part of the Chain.

Here's the rulings for torrential tribute:

"¢ "Torrential Tribute" is activated after a monster is Summoned; it is not chained to the Summon. So you cannot activate "Torrential Tribute" when "Jinzo" is Summoned.

Since Call of haunted has not been resolved, the monster is not summoned yet. By the time call of the haunted is resolved - which is the right timing for torrential tribute, it's too late since heavy storm would then resolve to destroy all s/t.

torrential tribute is not chained -> it's activated in response to a monster summoning.

I agree with that I tried to explain that them. That once you brought the monster out of the graveyard with CotH that you started resolving the chain and that you could not start a new chain until the first one resolved.
