CAN PETEN BE SACKED AND HIS EFFECT STILL TAKE PLACE

FOR INTENCES IF SOME ONE SACKS A PETEN THE DARK CLOWN TO BRING OUT SUMMONED SKULL DOSE HE COME BACK TO THE FEILD????

The reason why this is confusing is because its doing two things a one time. If you summon summon skull first dosnt that mean that you dont get to use petens effect. Or if you special summon peten first dosent that mean that you dont bring out summon skull. Its like you practicly have to do the two things at the same time:?:

Plzzzzzzzzzzzzzzzz help

And

Thanks for your time.

You cannot activate the effect of "Peten the Dark Clown".

You first send "Peten the Dark Clown" to the Graveyard, and after that you complete the Tribute Summon of "Summoned Skull". The last thing to occur is the Tribute Summon of "Summoned Skull", so it is no longer "When [Peten the Dark Clown] is sent to your Graveyard" (as stated in the text of "Peten the Dark Clown"), so you cannot activate his effect.

This is explained better in the rulings for "Peten the Dark Clown", found on http://netrep.net/ .

• If "Peten the Dark Clown" is Tributed for a Tribute Summon, the last thing that happened was that a monster was Summoned, so the effect of "Peten" does not activate.
Says it all, really - it's the second ruling for Peten. Peten is the classic Missing The Timing example.

And I suspect you're not quite sure how the game works yet (just a hunch). For one, if you start to perform a Summon, that Summon is going to happen (unless one of a handful of cards specifically negates that Summon). Any effects that might occur from the Tribute(s) being sent to the Graveyard wait until after the Summon has been completed before trying to resolve (in the same window as when a player can respond to the Summon with "Trap Hole" or similar).

Missing The Timing just means this: If an effect says "if this happens, then you can...", but it doesn't activate at the exact same time as it is triggered, then it will disappear. Another card resolving or a Summon occurring (like in your example) are both events that could take place between an effect triggering and activating. The triggering of the effect was not the very last thing to happen, so the effect itself will disappear.
