can Skill Drain negate Sacred Phoenix's 'heavy storm' effect??

Skill Drain says that all monster on the field with effect will be negated. so when Sacred Phoenix flys back to the field by her own effect and lands on the field, does Sacred Phoenix destroy all spell and traps immediately or will skill drain stop her first?

The effects of continuous Spells and Traps (that don't use a chain) affect the monster first. So while "Skill Drain" cannot prevent the "Sacred Phoenix of Nephthys" from returning to the field, it will prevent its "Heavy Storm" effect from activating (thus keeping "Skill Drain" on the field).
