Looks like a preposition here. They probably took down the old list to prepare for the new one.

It is the official site, however there is no link on the site pointing to those pages.

If you click on the Yugioh logo at the top, it will take you to the main page, then from there click on Forbidden/Limited Cards it wil take you to the page that will link to the current lists.

Now perhaps these blank pages have the same link as the current banlist had 6 months ago (when it wasn't the current ban list) and so other places that didn't updated their links (like a forum post).. and all of a sudden these links work again.
