Card of Safe Return

The Syndicate...
If i have 2 Card of Safe Return on the field, and a special summon from the graveyard occurs (ie Premature Burial, Call of the Haunted, etc,.), do I draw 2 or only 1 card?

Wait, I think I'm misunderstanding something. By "activate" and "resolve", you're not talking about them in term of chains? As in, effects activate, you get a chance to chain, and then they resolve?

EDIT
"¢ If you choose not to draw 2 cards for "Elemental Hero Bubbleman's" effect, it does not start a chain.

So, by the above definition, you chose whether or not Optional Trigger Effects activate.

Okay...I've been reading through this a few times, and I think I get it.

All Trigger effects "trigger," which means they get the chance to activate. For example, if Sangan and Witch of the Black Forest are both destroyed by Dark Hole, they all "trigger" and form a chain according to SECOG.

Optional Trigger effects are the same, except (1) their requirement for them to "trigger" has to be the last thing to happen and (2) you may chose to not activate them, and they won't be part of the SECOG.

However, for Theinen the Great Sphinx, you have the option of "triggering" his effect. If something happens immediately after the Sphinges are destroyed (i.e. you summon a different Theinen), you miss the chance to "trigger" his effect, and can't summon him.

...Right?

This is MPO, the way I see it is, though it's a trigger effect, it still has a summoning requirement, and because summons have no spell speed there is only one window for summoning the monster.

Similar to Voltanis, which the only window of summoning him is immediately after the Counter Trap has resolved, there is no other timing for this. IMPO Theinen works the same.
