I searched for 1/2 hour for what I thought should be published somewhere, but it escaped me.

If somebody added S/T cards to the chain started by 1000 points cost of CED-EOE, do those cards count toward the cards sent to the Graveyard by CED-EOE (and thus the 300 points).

For example, could one use Rajeki Break against CED-EOE (even though it doesn't stop its effect) to remove a S/T card from the field prior to the 300 point tally?

It counts the cards when it resolves so anything put on the chain after its effect is activated would be in the graveyard before it started counting cards.
 
All cards in a chain remain on the field until the entire chain resolves unless destroyed by previous effect on the chain.

If you activate "Raigeki Break" in a chain to "Chaos Emperor Dragon - Envoy of the End"s effect, "Raigeki Break" will destroy "Chaos Emperor Dragon - Envoy of the End", then "Chaos Emperor Dragon - Envoy of the End" will resolve and send "Raigeki Break" and any other card on the field and in your hands to the Graveyard and do damage for each one. Of course, the cost of "Raigeki Break" will mean you will have one less card in your hand and the destruction of "Chaos Emperor Dragon - Envoy of the End" means another one that won't add to the damage.

For the record, this is documented on the official Yu-Gi-Oh! website under the advanced FAQ under "Chains, Activation, and Resolution". Here's the quote:

yes, Raigeki Break still counts as a card on the field. Just like with Barrel Behind the Door.
