Cold Wave...

May I activate set cards (that have already been there for one turn) on the same turn in which Cold Wave is activated?

Example:

Player A activates Cold Wave.
Player B has no response.
Player A attacks with Enraged Battle Ox.
Player B chains Ring of Destruction.

Is that legal?

Nope. "Cold Wave" will prevent both you and your opponent from setting a S/T or activating one (even it it were already set). You can chain to the activation of "Cold Wave" but that's it.

admittedly, the text on this card is quite a bit older, and uses a slightly different terminology than current cards.

However, I don't think that activating a set trap will be legal in the example you provided.

This card can only be activated at the start of Main Phase 1. Until your next turn, neither player can play or Set any Magic or Trap Cards.

the part "play" that I underlined should, I think, be interpreted as "activate". Therefore, neither player can activate or set any Spell or Trap Cards.
