What are the full rulings for this card, i have had it used against me many times, and i want to know all about it, when it can be used, when it can't, etc.

The only time it can't be used is during the Damage Step.

Because it's not a trap card that affects ATK/DEF, not a counter trap, and not "Null and Void". Those are the only kinds of trap cards that can be activated during the damage step.
