Cyber-Stein Qustion

Just Wondering can you use Cyber-Stein to summon Five-Headed Dragon and Dragon Master Knight and Chimeratech Overdragon the reason why i'm asking is beacuse of the word his monster cannot be Special Summoned except by Fusion Summon???????

As far as Chimeratech being special summoned by Cyber-Stein, the ATK would be 0 since it relies on monsters being removed from play. Five Headed Dragon, however, can be special summoned by Cyber-Stein.

Chimeratech Overdragon
This monster cannot be Special Summoned except by Fusion Summon. When this card is Fusion Summoned, send all the cards on your side of the field to the Graveyard except this card. The original ATK and DEF of this card become the number of Fusion Material Monsters you used for the Fusion Summon of this card x 800 points. This card can attack as many of your opponent's monsters each turn as the number of Fusion Material Monsters you used for the Fusion Summon of this card.

Five-Headed Dragon
The Fusion Material Monsters for this card are any 5 Dragon-Type monsters. This monster cannot be Special Summoned except by Fusion Summon. This card does not take any Battle Damage and cannot be destroyed by battle with an EARTH, WATER, FIRE, WIND, or DARK monster. (Battle Damage is still inflicted to players.)

Cyber-Stein is a not a Fusion Summon. He can't Summon those monsters.

We know that Fusion Monsters are Special Summon monsters by default, but going by just the above there's no way to summon one that includes that in its text.

That is until you read further.

"Except by Fusion Summon."

That means a Fusion Summon is the only possible way to summon those cards.

The phrase "This monster cannot be Special Summoned except by..." means that there is no other way to bring this monster out, except by the instructions that follow that text. In this case, nether Chemeartech Overdragen nor Five-Headed Dragon can be brought out with Cyber-Stein, because Cyber-Stien does not Fusion Summon a monster.
 
Not only that, once Five-Headed Dragon goes to the graveyard, you cannot Premature/CotH/etc. on it even IF it was properly fusion summoned cause it can only be fusion summoned.
 
And just to be perfectly clear:

The same is said for Magical Scientist, Summoner of Illusions and the second effects of any of the Hex-Sealed Fusion monsters.

As for using Fusion Substitutes, you can as long as the Fusion monster doesn't have this text:

A Fusion Summon of this monster can only be conducted with the above Fusion Material Monsters.

This means that, while a Special Summon can be done, no fusion substitutes can be used if you fusion summon.
 
Just a side note...the Japanese ruling is that you can't use Fusion-Substitutes for Five-Headed Dragon since they're not Dragon-Types.

It's no different than for Chimeratech Overdragon. You can only Sub for Cyber Dragon, but you cannot Sub for a Machine.
