Can Cyber-Stein sp.summ Cyber End Dragon and also what are some monster he can sp.summ and some that can't!

Cyber End Dragon does not HAVE to be Fusioned Summoned to be Special Summoned, unlike Dark Paladin. His restrictions only come into play when you are Fusion Summoning him. Since Cyber-Stein does not Fusion Summon, he can bring out Cyber End Dragon.

He can't summons card with this text (don't now other cards with the text that they can't be Special Summonsed by Cyber Stein at the moment).

Dark Paladin is a fusion / nomi, defined by the words, "Cannot be special summoned except by...", hence it cannot be special summoned by ANY means other than fusion of the correct materials. What a shame...

Fusion Substitutes are just that. Their effect makes them the correct Fusion Matrerial for lack of a better Reasoning. You are still conduting a proper Fusion Summon when using these in the Fusion Summon of a Fusion Monster. Dark Paladin still cannot be Special Summoned any other way but by Fusion Summon.

Cyber End Dragon is unusual and kind of puts him in the "Quasi-Nomi" category, if there were one. His Fusion Summon has restrictions on it. But any other type of Special Summon that can pull a Fusion will work on him just fine.

VW and V2Z are quasi-nomis more than [ycard="CRV-EN036]Cyber End Dragon[/ycard].

You can Special Summon it using The Light, because it is not a Fusion Summon.
