Can Cyber Stein's effect be activated during the battle phase ?

Like every other Speed 1 Ignition effect (except for cards like Spirit Ryu that specifically state the only time you can activate it is in the Battle Phase), no you can't.

In addition to that, it can only be activated during your Main Phase 1 or 2, suitable to ignition effects.
