Dark Designator and Parasite Paracide

Parasite Paracide states that your opponent has to 'draw' this monster for its second effect to activate. If I used Dark Designator to 'add' Parasite Paracide to my opponent's hand, would the special summon effect of Parasite Paracide activate?

Most likely no since the card wasn't drawn. This would be similar to flipping "A Cat of Ill Omen" face up when "Necrovalley" is on the field and the player chooses a face up "Pharaoh's Treasure" from his deck. The ruling on that says that since the card wasn't drawn, "Pharaoh's Treasure" effect does not get activated. So I would say the same in this case since "Dark Designator" indeed say 'add' the card and not 'draw' the card.

Dark Designator isn't a draw, the effect of Parasite Paracide won't work. :)

So what good is Dark Designator, then?

Just think in all those [Chaos] players out there, just play "Dark Designator" and call "Chaos Emperor Dragon" then "Card Destruction" (or any other thing that may send it to the grave).
