example: Player A premature burials a dark magician of chaos starting a chain to revive a magic card and then ask player B if he/she has anything to respond. Player B responds with torrential tribute to destroy the dark magician of chaos before the chain involving the revival of the magic card resolves. Is the magic card lost forever? Respond. I know it is.
 
Situation 1:
Main Phase 1: Player A activates Premature Burial and targets DMofC
Player B does not chain.

Resolution:
Player A special summons DMofC

Chain Link 1: Player A activates DMofC's effect to revive a spell card
Chain Link 2: Player B responds with TT

Resolution:
Chain Link 2: TT destroys all monsters on the field including DMofC
Chain Link 1: Player A revive a spell card from his/her GY




Situation 2:
Chain Link 1: Player A activates Premature Burial and targets DMofC
Chain Link 2: Player B chains TT (Assuming another monster was special summoned by Player A before playing Premature Burial)

Resolution:
Chain Link 2: TT destroys all monster on the field.
Chain Link 1: Player A special summons DMofC

Chain Link 1: Player A activates DMofC's effect to revive a spell card

Resolution:
Chain Link 1: Player A revive a spell card from his/her GY

You still retrieve the Magic Card, because the effect is on the chain, and does not require DMoC to be face-up in order to resolve properly.

They have to bust CotH with Dust/MST/etc. to stop DMoC from getting a spell card, not busting the actual DMoC with Torrential/BTH/etc.
How it would work is, if the last thing in the chain to resolve is not the summon of Dark Magician of Chaos.

For example, your opponent activates compulsory evacuation device on a face-down monster. You chain Call of the haunted to CED and target DMoC. Call resolves and summons DMoC, then CED resolves and disrupts the timing for DMoC.
