"De-spell" and "Last will"

Ok, here am I again :) And with another question.

- Can I set a spell card like De-spell and Last will on the field, or do I have to play them from my hand?
Both cards don't have quick-play symbols and last will can only be activated when 1 monster is send to the graveyard, and De-spell can destroy 1 spell card from the field.....

You can set them, but remember you can only activate Normal Spells during your own Main Phase 1 or 2. But there's nothing otherwise stopping you from doing so (in fact, a common technique advanced players do is to set Heavy Storm on their turn hoping to bluff the opponent into setting something only to have them flip it up next turn and destroying whatever else is on the field).

Also, you can Activate Last Will any time in your Main Phase 1 or 2. A monster need not have been sent to the Graveyard prior to activation. Just when you want to resolve it, 1 would have been sent. Further, the card is Banned if you are following Advanced Format. If you're playing Traditional though, you can use 1 in your deck.

Yes, any Spell Card can be set prior to activation. However, when you set a non-Quick-Play Spell Card, you don't have to wait a turn to activate it. So Last Will or De-Spell could be activated on the same turn they were set.

Just bear in mind, they're still Spell Speed 1 effects, and as such, there still subject to the same activation timing and restrictions. Nothing really changes except their location prior to activation.

EDIT: It didn't take me that long to type this up, did it?

Ok, thank you!

I'm trying to play Yugi-oh for a week, so I don't know very much rules, only the basic-rules I know. But when I have another question I'll ask you :D (srry for my English sometimes, I'm Dutch).

Royal Magical Library
Effect Monster (Spellcaster / LIGHT / 4 Stars / ATK 0 / DEF 2000)
Each time you or your opponent activates 1 Spell Card, put 1 Spell Counter on this card (max. 3). By removing 3 Spell Counters from this card, draw 1 card from your Deck.

It is an Effect Monster Card. It doesn't require any Tributes in order to Normal Summon or Set it.

This card is fairly straightforward. This card has two effects: the first sentence is one, and the second sentence is the other. Let's analyse them.

Each time you or your opponent activates 1 Spell Card, put 1 Spell Counter on this card (max. 3).
This is the first effect. It is a Continuous effect, meaning it does not use a chain, and you cannot activate a card in response to it. Whenever someone activates a Spell Card, Royal Magical Library will gain 1 Spell Counter, and it can have a maximum of 3 Spell Counters on it at any one time.

A Spell Counter is a kind of marker, and can be denoted by paper-clips, pebbles, coins, a tally on a piece of paper, anything. As long as you have a way to keep track of how many Spell Counters your card has, it's fine. There are some cards that use and affect Spell Counters, and Royal Magical Library is one of them.

By removing 3 Spell Counters from this card, draw 1 card from your Deck.
This is the second effect. It is an Ignition effect, and can only be activated in your Main Phase 1 or Main Phase 2. It is a Spell Speed 1 effect, meaning it cannot be chained to the activation of another card. Trap Cards and Quick-Play Spell Cards can be chained to this effect.

You can only activate this effect when Royal Magical Library has 3 Spell Counters. By removing those 3 Spell Counters, you get to draw 1 card from your Deck.

I'd guess you've bought the Yugi Advanced Starter Deck, am I right?
