"Divine Wrath" Vs "Dark Ruler"

"Divine Wrath" Vs "Dark Ruler"

I have a couple of of Questions that came up recently that I would like some help with.

1. Am I allowed to use "Divine Wrath" when "Dark Ruler" (or another fiend that is out on the field with it), destories one of my effect monsters in battle (thus negating its effect). I believe that since King Tiger Wanghu's effect is considered a triggered effect and that you can use "Divine Wrath" against it, then you should be able to use "Divine Wrath against "Dark Ruler" too.

2. Does Dark Ruler's effect work against "Peten the Dark Clown". I am asking this, because of a timing issue. When "Peten is destoried, it goes to the graveyard, but you can't even activate its effect until it arrives there. I know that "Dark Ruler" stops Witch, Sagan, and even Sinister Serpent when they are destoried in battle, but doesn't their effect activate as soon as they are sent from the field to the graveyard, while Peten must wait.
This is the timing issue that says that if I have Witch, Sagan, and Peten on the field, and they are all destroied by Cyber Jar, Witch and Sagan will get there effect, but Peten will not, since it have to be the last thing to occur or else you've missed the chance to activate its effect.
If this is the case then, how can "Dark Ruler" negate Peten's effect, when it can't even be activated until after it is in the graveyard. I believe that due to the timing on Peten, "Dark Ruler" misses its to negate Peten's effect, since "Dark Ruler" only negates effect of monsters that were destoried in battle. It doesn't say anything about negating the activation of those effect.

Any help with these Questions would be welcomed. Thank you all in advance for your time.

Strike Ninja has some cool boots take his

i could it not help but interfere becaus the nerve of this person played devine wrath on my dark ruler and i quit because he would not listen to reason and that dark rulers effect was contunes

darkruller negates all effect monsters that are destroied by fend monster
no matter what there effect is it dosent even matter if the effect actvates 20 turns later it is negated because it was destroied by a feind

if Skill Drain already active and then bring out dark ruler than it would negate dark ruler and aneothe effect monstr

or say you actvate Skill Drain and end turn and they bring out Jinzo Skill Drain negates Jinzo because Skill Drain is contunes effect and negates Jinzo as soon as he comes to the field before he has a chance to negate ane raps

hear is one more thing i think is cool if Skill Drain is active then you opponet can not actvate devine wrath at ane tme wile Skill Drain is on the field because there is no effect trying to actvate

Keep in mind that Skill Drain does not prevent monster effects from being activated, it only prevents them from resolving if the monster is face up on the field.

Divine Wrath may be chained to the activation of a monster effect. Since Skill Drain does not prevent monster effects from being activated Divine Wrath could indeed be used when Skill Drain is active.

Untrue. You can still activate effects while Skill Drain is on the field. Effect Monsters can't resolve on the field while Skill Drain is active. "Why does this make a difference?" You can summon Exiled Force and activate his effect (because sending him to the graveyard is the cost) while Skill Drain is on the field, since Exiled will be in the grave when his effect resolves Skill Drain doesn't hamper him at all. You can certainly Divine Wrath that Exiled Force, same with any of the other graveyard effects. Skill Drain has little interaction at all with Divine Wrath and certainly doesn't effect whether you can activate Divine Wrath or not.
