Draw phase rules

If my opponent starts his turn and forgets to draw at the beginning can he go back and draw whenever he pleases on that turn? I have had this happen to me quite a few times and i was just wondering if they could.
 
Okay, prime example. Your Graveyard. Let's say a player at the end of the table in a tourney gets up, and accidently gets caught underneath the table as he rises and knocks your Graveyard off the Table.

You have Question as one of the cards you play in your deck. As far as Im concerned, you cant really tell me that you actually remember all non monster cards that came before your first monster was sent to the Graveyard, and in the exact order.

Is that an example of a damaged game state that would be irrepairable? Do you think that puting your Graveyard back together fixes things, or makes it worse since you know there is no effect that allows for your Graveyard to be manipulated? It benefits you more than your opponent since you can alter the bottom monster card if you honestly dont remember, but maybe he does.

In the case of picking up two cards, nothing has really changed except that both players now know what the card is. First time, a warning. Second time, intentional or not, the penalty must be more severe.
 
I agree completely with both of the prior two posts by daivahataka and masterwoo0. That's why I said arguably it's repairable. I'm not in complete agreement that just showing the card to your opponent is indeed repairing the game state. It's a semi-fix that's designed to not completely punish a player for a whoops! It DOES, however, at least in my mind, effect the possible or probable order of what is played in this turn, the next turn, and possibly turns to come (the opposing player knowing what that card is)

I'm not sure there IS a good and fair solution to this problem. It happens far too often to quickly call game loss. We'd likely have game loses left and right. At the last nationals I personally had two players reveal cards that they accidentally pulled the card below the top card of their deck up far enough for me to see it as a judge. If I could see it then it was a reasonable assumption that the turn player did. I had them reveal it to their opponent and continue play. Two game losses in one national championship top 8 for that on an average would really put a damper on the fun.

Perhaps it's time to push for the definition of what an unrepairable game state consists of.

Very true, I see it quite regularly, can't say it's ever happened me but then I tend to be uber cautious when drawing a card so as to make sure it's just the one.

Or have MIB agents on standby at all tournaments! ;) Jedi might do either... :p

Player A draws two cards by accident, realises then screams the secret code: "Agh, a Kuriboh!"*
MIB Agent strolls out of the crowd he was hiding in and tells both players and all witnesses to look at his cool flashy thingy...

Almost as good as the trick we had in secondary school of using the jumper (school uniform) to hold a coin and then heat it with a lighter, call someone's name and quickly toss it to them. :icon_twis
