It is located in the Version 6 Rule Book. You just may not have understood exactly what it was when you read it.

There is a page that describes all the different types of Spell Cards, along with their corresponding Spell Speed:

Normal Spell (Spell Speed 1)
Continuous Spell (Spell Speed 1)
Field Spell (Spell Speed 1)
Quick-Play Spell (Spell Speed 2)
Ritual Spell (Spell Speed 1)
Equip Spell (Spell Speed 1)

Of the types listed above, the only Spell Card that can be activated outside of a Main Phase 1 or 2 of your turn is, Quick-Play Spell Cards, as they have a Spell Speed of 2, but cannot be activated from hand if it is your opponents turn, and may ONLY be activate in the Damage Step if it Modifies a ATK/DEF of a face-up Monster on the field.

Cards like Ojamagic and Black Pendant have "Effects" that can be activated under certain conditions when the requirements are met, even if it is not your turn, but those are exceptions to the rule of Spell Speed 1 Spell Cards.

Once you understand Spell Speeds of Spell and Trap Cards, you will realize that all the information you needed was always there to read at your leisure.

Ah, but he didn't say "Equip Spell Card" :D

Perhaps you are asking about a card like "Blast with Chain"? Spell Speed 2, modifies the ATK of a monster ... now what's yer answer? lol

Generally when someone is asking about equip cards, they're asking about Equip Spell Cards.

Blast with Chain isn't an Equip Spell Card. It's a Normal Trap. It's effect changes it into an Equip Trap Card. A little different than how Equip Spell Cards function.

Watch, as I work the wonders of "Cut and Paste" magic, and wa-la.....

There is a page that describes all the different types of Trap Cards, along with their corresponding Spell Speed:

Normal Trap (Spell Speed 2)
Continuous Trap (Spell Speed 2)
Counter Trap (Spell Speed 3)

Of the types listed above, the only Trap Cards that cannot be activated during the Damage Step of either players turn are Normal Traps and Continuous Traps UNLESS they Modify the ATK/DEF of a face-up Monster on the field. Counter Traps can be used to negate a Monster's Effect, or, they can also be used to negate an appropriate Spell or Trap Cards activation and effect.

Cards like "Null and Void" and "Damage Condenser" have "Effects" that can be activated under certain conditions when the requirements are met, even if it is not your turn, but those are exceptions to the rule of activating card effects during the Damage Step.

Once you understand Spell Speeds of Spell and Trap Cards, you will realize that all the information you needed was always there to read at your leisure.

My joviality is lost upon thee, Tkwiget :p

(I agree it's highly unlikely that he was speaking of a Trap that becomes an Equip Card, but you never know.)

I'm inclined to think that's how the question came up in the first place. Or at the very least be at the heart of the misunderstanding. Aren't there three traps that become Equips afer actiation now? And how many times have we debated Blast's activation in the Damage Step, not just on this forum?

Blast with Chain
D - Chain
D - Shield
Hero Ring
Metalmorph

Five Equip Traps.
But since his asking about Equip Cards being able to activate in the Damage Step, this would eliminate three of those five cards you listed. The only two Normal Trap Cards that turn into Equip Cards that can activate in the Damage Step are Blast with Chain and Metalmorph. Equip Spell Cards will never have a high enough Spell Speed to activate in the Damage Step unless Konami either creates an exception to the rule by creating a card that can or change game mechanics.
