Dusting off my Confiscation

Ok here's the question. Its player A's Turn, Player A has 3 cards in hand, and an empty field. Player B has 2 face down S/T's

Player A activates Confiscation, and pays 1000 lifepoints.

Player B shows his hand, revealing: Snatch Steal, Premature Burial, Sacred Pheonix Nephthys, and Swords of Revealing Light.

Player A Selects Snatch Steal.

Player B Activates Dust Tornado and uses it to set his Snatch Steal.

Now I ruled that this wasn't legal because he had missed the timing, and the card had already resolved. Someone please let me know If I was correct, because this scenario could happen again on considering the current meta.
 
I'm afraid this would not be a legal move. The player would have had to chained "Dust Tornado" to the activation of "Confiscation" in order to be able to set the card he wanted to 'save'. Since he waited until the opponent was picking the card, then "Confiscation" was already in the middle of resolving and that resolution cannot be interrupted.

Consifcation would be a legal target for Dust Tornado, since it would remain on the field until the current chain resolves. Normally there would be no point in using Dust Tornado in such a way (since destorying Consification in this was does not negate its effect), but it would allow use of Dust Tornado's second effect, allowing you to place a Spell or Trap Card (in this case Snatch Steal) face down on the field, and hide it from your opponet.
