Well, not in the sense that it negates the activation of Ecto., but in the sense that neither player can actually use Ectoplasmer's effect.
Mask of Restrict is VERY specific when it says;
"Neither player can tribute under ANY condition"
Short but oh so very sweet and deadly.

Again, mask of restrict is very, VERY specific when it says that neither player can TRIBUTE under ANY condition.
So if you have a condition that would require the tribute of a monster (tribute summon, monster effects, etc) You would not be able to even activate or perform that action because Mask of Restrict prevents you from even being able to select a target to be tributed..
In layman's terms; nothing, not even tokens or invisible wall-pineapples can be tributed while the mask in in effect.
