Now the wording...

You can only activate this card when there are 1 or more "Harpie Lady" on the field. Special Summon 1 "Harpie Lady" or "Harpie Lady Sisters" from your hand or your Deck.

Meaning if i have a "Harpie Lady" on the field and i activate this card and my opponent then chains "Ring of Destruction" targeting and destroying my only "Harpie Lady" monster on the field, since the timing was correct when i activated the card will the effect still resolve with myself being able to special summon another "Harpie Lady" or "Harpie Lady Sisters"?

Once Elegant Egotist meets the requirement to activate it, it does not need to meet the requirement again for it to resolve. So, the answer is you will be able to special summon another "Harpie Lady" or "Harpie Lady Sisters."
 
ya , but if you use Ring of Destruction to chain on the Elegant Egotist.... You then resolve the chain backwards right? So then Ring gets rid of the Harpie Lady and then Elegant Egotist has no way to activate because there is no harpie lady on the field...... Am I figuring this right???
 
This falls under the "Advanced Gameplay" on the UDE FAQ. The timing was correct at the time of activation. "Harpie Lady" does not need to be on the field for the resolution to occur, unlike the effect of "Relinquished" per se.

One more clarification. When you are playing a normal spell, the effect is 'activated' when you initially play the card and the effect goes on the chain. That is why if there is an activation requirement, then it usually only needs to meet the condition when you actually activate the effect.
