There has been a ton of discussion over this new card. It cannot be decided in the online community if it has an Ignition Effect or a Multi-trigger effect. Here's an example that has been given
Opponent has Messenger of Peace on the field. It has been agreed (obviously) that a monster with 1500 attack cannot declare an attack with MOP on the field. It has been stated on the card's text "During A Battle Step of your turn". It has been argued that a monster that has less than 1500 attack such as Don Zaloog can declare an attack and then Exarion's effect can be activated because it only says During a battle step and not when Exarion declares the attack himself, then making him eligible to declare an attack that turn.
Basically, we need a correct ruling on Exarion. I already have the card and intend on putting it in the deck, but first I wanna make sure I am using him correctly. My only let down is when I first heard about this card was that it could be activated during the damage step which if it could, that would be awesome!
