Exiled Force vs. Torrential Tribute

I'm sure that this has been asked before, but I didn't find it on the first few pages, so I think I'm good -
Player A has 2 monsters on the field, Player B has one and a facedown Torrential Tribute.

Player A summons Exiled Force and using Priority, activates its effect.
Can Player B chain Torrential Tribute or no?

Yes, of couse you could. You get priority to activate the effect, then pass priority to the opponent, who says "oh, i want to blow everything to smithereens...and I can/will because something was summoned!"

Okay, thats what I thought too, but i wasnt 100% sure. Thanks for clearing that up and all.

And since it wasn't implicitly stated. Torrential Tribute would resolve first destroying all monsters on the field and then Exiled Force's effect would resolve without effect.
