If Fiber Jar is flipped and you have 5 s/t cards set one being Emergency Provision can you send all of your s/t cards to the graveyard first then activate Fiber Jar's effect.

Sure.

Chain Link 1: Fiber Jar, "resetting" the game.

Chain Link 2: Emergency Provisions, sending 4 of your Spell/Trap Cards to the Graveyard.

Resolve in Reverse.

Chain Link 2: Emergency Provisions gives you 4000 more Life Points.

Chain Link 1: Fiber Jar "resets" the game.

NOTE: "Resets" refers to each player shuffling their hand, field, and Graveyard into their Deck, shuffling, and drawing 5 cards.

If Fiber Jar is flip summoned or flipped face up yes you can chain to the activation of Fiber Jar's effect with Emergency Provisions, obviously though, you can't activate Emergency Provisions if Fiber Jar is attacked and try to chain to Fiber Jar's effect in the battle phase.

Well you can still chain to it, but only with spell speed 3 traps, i.e. counter traps, as its effect will activate and resolve in the damage step.
The only card I can think of that you might decide to use would be Divine Wrath.

No. The Quick Play Spell cards are being used to adjust damage (ATK/DEF). Fiber Jar's effect is not even being dealt with yet (not until the Resolve Effects part of the Damage Step).

The Damage Step has some very specific rules about what can be played during it. Only those cards that specifically modify atk/def, those cards that would specifically negate that, or counter-traps may be played in the Damage Step. If Fiber Jar is flipped as the result of an attack, the effect activates and resolves during the Damage Step, limiting the options of the player who wishes to chain to its effect.

Could you not, though, activate Emergency Provisions when he declares an attack? You know Fiber is going to kick in once the attack goes through, so might as well take advantage of this and gain some lps. It would basically the same as chaining any Quickplay card when they declare the attack.

The number of monsters on the field did not change as a result of the effect of Emergency Provisions (unless there was a monster targeted by Call of the Haunted or similar), so a Replay would not trigger.

just wondering. my opponent has a face down magic jammer and i have a Mechanicalchaser on the field with three litter removal's in my hand. i attack and my opponent decides to take the 1850. can i declare durin the damage step to activate litter removals. can he/she chain jammer to negate it?

Yep, you can activate Limiter Removal in the damage step since it's a quickplay that modifies the stats of a monster & they can activate Magic Jammer since it's a counter trap.
