for exemple when using the effect on ojama delta hurricane never need ojamas on the field

The 20 turns are part of the effect. DD only forgoes activation costs which in this case are 2000 life points. You still gotta let the effect of counting out 20 turns take place.

And in Ojama Delta Hurricane's case, that's an activation requirement, which Diamond Dude also ignores. The "After 20 turns have passed" is not an activation requirement nor an activation cost, but, as Emerald points out, an effect.
