Now the question- who discards the two cards? The player that activates the trap card or the opponent? I'm thinking it's the player that activates the trap (at least I'm hoping that's true). If so, this would work great in a Dark World deck.

The controller of Fine discards 2 cards. It's the effect of the card - it doesn't have a cost.

It would work alright in a Dark World Deck, but remember that they would be discarded by a card effect you control so, e.g. Goldd wouldn't get its destroying effect; it'd just be Special Summoned.

I understand Goldd and Sillva wouldn't get their effects but it's a great way to splash monsters to the field rather than having to wait to play your own spell cards. Thanks for the help.
