Five-Headed Dragon re-summoning

"This monster cannot be Special Summoned" at all. No way to do it. ...Wait, there's more. "except by Fusion Summon."

Any monster that has "cannot be Special Summoned except by whatever" can be Special Summoned only by the way written on the card and no other way. So even if it's sent to the Graveyard after being properly Summoned, there's no way to revive it, but you can still return it to the Fusion Deck if you have such an effect available.
 
This card cannot be Normal Summoned or Set. This card can only be Special Summoned by the effect of "Elegant Egotist".


This is the effect or Harpie Lady Sisters and I have been told many times that I can use call of the hunted on it as long as I have brought it out 1 time properly
 
If you noticed, the text for the cards do not say the same thing.

Harpie Lady Sisters as you mentioned has the text "This card can only be Special Summoned by..."

Five-Headed Dragon has the text "This card can not be Special Summoned except by..."

The first case refers to how a monster must be initially summoned. Once you do that, the monster can be reborn from the Graveyard. (However if you just discard Harpie Lady Sisters from your hand, you would NOT be able to reborn it since it wasn't properly summoned).

The second case refers to the monster being a NOMI monster (a term I'm sure you've heard). In these cases, the way listed on the card is the sole way to summon it to the field. That's the difference.
