Will Force Back negate the summons of Wildheart?

if you are negating the summons itself, then the monster is not considered to have been successfully summoned. That being the case, the effect of such a monster, whether it be Wildheart, Tenkabito Shien, or Jinzo, is not yet active on the field..

So....yes.

Though technically your not negating any effect. The effect just never becomes active since the summon is what's negated.
