Forced requisition v card destruction.

I have an active forced requisition on the field, having discarded for zombie masters effect last turn

If I then play card destruction with 5 cards in hand and opponent also has 5 cards in hand what happens? Is this a SEGOC event and if so which goes first?

I think as turn player I get to choose sequence, but am not sure.

Will opponent disard for card destruction, draw and then discard for forced requisition or the other way around and will I get to kill opponents hand either way?

Both players will discard their hands, and draw cards. Then, Forced Requisition will make your opponent discard 5 cards (because you discarded 5 cards). Essentially, your opponent has no hand left, because of the way the numbers work in this case.
 
1) You wouldn't be able to activate Forced Requistion off of Zombie Master's effect since the last thing to happen would be a monster being Special Summoned (not the discard. Hint: If you are discarding for a cost, you will miss the timing for Forced Requisition).

But let's say you were hit with Confiscation so you flipped it up. Card Destruction is now played. That will resolve, you both discard 5 then draw 5. After that has resolved, Forced Requistion activates and resolves causing your opponent to discard the same number you did (which would be 5 again).

Forced Requisition (and Appropriate), once active on the field, do not use the chain and will have their effects go off in between links of a chain as well.

Example: You have Forced Requisition (active), Swords of Revealing Light (active), Beckoning Light (set) on the field with Goldd, Sillva, and Broww in your hand. Your opponent activates Heavy Storm. You chain with Beckoning Light.

Resolution
Beckoning Light resolves causing you to discard your hand and then add 3 LIGHT monsters from your Graveyard back to your hand (1 LIGHT Monster for each card in your hand).
Forced Requisition now jumps in and causes your opponent to discard 3 cards (since it is still active on the field at this point and not yet destroyed).
Heavy Storm now resolves destroying all Spell/Trap cards on the field.
(Then after that a new chain would start for Goldd, Sillva, and Broww but that's beside the point here).
