I was baffled when I heard this ruling, but I spoke with Steve and he said it was just another "Konami said so..."
A more accurate example is "Berserk Gorilla", which can be destroyed in between steps of a chain.
Berserk Gorilla is a easier example, but you are mistaken about Spirit Reaper.
