if i summon without tribute the fusilier dragon when skill drain is already on the field, the monster atk and def are 2800/2000 but if for ex. skill drain is destroyed in my opponent's next turn which are fusilier's atk and def?

Yes, the ATK and DEF are reset to 2800/2000 indeed.

no...they still stay 2800/2000

Fusilier Dragon's effect is what allows it to be summoned without tribute at Half-power. Once a resolved Skill Drain has removed this effect the Fusilier Dragon will remain at 2800/2000 even if Skill Drain is removed from the field. This is similar to Breaker the Magical Warrior and his Counter. Skill Drain will remove the counter because it is an effect, the counter will not come back once Skill Drain has left the field.
