When I read over Gigaplant's or even Il Blud's effects, they say special summon from hand or graveyard. Would I be correct in thinking that these effects don't target, and Hero's Rule 2 can't be activated against them, because it gives that option of hand or graveyard, and you select the monster upon effect resolution?

i'd say you're correct.
like volcanic rocket, if you can't get a blaze accelerator from your grave because your opponent crow'd it, you could still get one from your deck (provided you had one in deck)
which, to confirm your suspicion, means you cannot activate hero's rule 2.
