Can gravekeeper's assailant designate a face down monster as a target of his effect?

Can gravekeeper's assailant activate and resolve his effect while necrovalley is negated by imperial order?. Because the card text states that his effect can only be activated when necrovalley is "active" on the field.

Can somebody help me?
 
You can activate this card's effect only when "Necrovalley" is active on the field. When this card attacks, you can change the battle position of 1 face-up monster on your opponent's side of the field.

i think that should take care of your first question.

now for the second.
since necrovalley is negated its nolonger active. and the assailants effect will not kick in.

as for your last question.

upon checking the rulings. yes gravekeeper's assailant can use its effect even if necrovalley is being negated <though it sure as hell go's against the way the card is writen.but thats more good news then bad>
 
Gravekeeper's Assailant doesn't care if Necrovalley is active or not. It just cares that there is a Necrovalley face-up on the field. This is similar to The Legendary Fisherman and Umi.
 
From the FAQ

"¢ If "Imperial Order" and "Necrovalley" are both in play, "Necrovalley" is still on the field so you can still activate the effect of "Gravekeeper's Assailant".

Basically, "Necrovalley" is active in that that is what the field is at this moment. The effect of "Necrovalley" is what "Imperial Order" is negating. After all "Imperial Order" doesn't negate the activation of spell cards... just the effects of them. So if I activate "Necrovalley" and my opponent chains "Imperial Order", "Necrovalley" still stays on the field It's effect though is just temporarily shut down.

If a field spell is face up on the field, it's considered active in that it's the current state of the field. The effect of the field spell card can be negated though as long as "Imperial Order" or "Spell Canceller" is face up on the field.

I know the verbage doesn't make it clear but for card effects that require a field spell to be present (like GK Assailant with Necrovalley, The Legendary Fisherman with Umi, or Amphibious Bugroth MK-3 with Umi) the monsters will get their effects even if the effect of the spell card is negated.

The difference between MK-3 and assailant is the words "face up" and "active". It's clear to me that you are right about it, i'm just saying that some cards need to be reprinted.
