Guardian kay est lock

I remember The Legendary Fisherman being limited for the longest time. Don't remember if it came off or not. But that would be the only reason I could see for the Fisherman ruling. Rulings simply state if one or the other is the ONLY monster on your side of the field, the opponent can attack directly. If there is another, albeit duplicate, then I would think there would be a lock.

EDIT: Found the list and see TLF finally was released from his solitary confinement lol. It was originally limited to one because the effect had not been ruled to allow direct attacks at that time.
 
I am 99.9% sure that TLF has never been on the limited or restricted list here in North America. Japan I am not sure about.

As for Guardian below is the text
This card can only be Normal Summoned, Flip Summoned, or Special Summoned when there is a "Rod of Silence - Kay'est" on your side of the field. This card is unaffected by any Spell Cards. Also, this card cannot be an attack target of your opponent's monsters.

It says nothing about another monster on the field. If you have two on the field then both are not an eligable target for attack and your opponent can attack directly. As for the guy who made top 8 in the SJC. Look at it this way it can't be destroyed by attacking it (while face up) or a spell card. This means you will have a monster to tribute next turn if needed.
