Note that these are just the changes; not the entire list.

Forbidden Cards
none

Restriction Cards
Chaos Sorcerer
Gladial-Beast Bestorourii
Goyou Guardian
Zombie Carrier
Dark Armed Dragon
Brionac, Dragon of the Ice Boundary
Mezuki
Urgent Teleport
Card of Safe Return
Reinforcement of the Army

Semi-Restriction Cards
Goblin Zombie
D-Hero - Diabolic Guy
Raiza the Storm Monarch
Green Baboon, Defender of the Forest
Destiny Draw
Gold Sarcophagus
Allure of Darkness
Ultimate Offering
Mind Crush

No longer restricted
Manticore of Darkness
Twin-Headed Behemoth
Phantom of Chaos
Book of Moon
Nobleman of Crossout

Potential for "Holy [bleep] on a [bleep] sandwich" in this thread = very much.

The only one I'm calling shenanigans on is Twin-Headed Behemoth. Unless its effect is changed to make it similar to Elemental Hero Necroshade or Destiny Hero Dasher, it's going to be impossible to play more than one copy. Either that or it'll be the only card we're allowed to mark :)

i think i might go back to monarchs as this does seem to be official now were did i store that chaos soccerer. i guess my idea for tele zerato is off and it looks like zombies are getting a kick aswell.

monarchs get a boost from this with 2 raiza and chaos sorccerer coming back should be easier to get goyo guardians and plague spreader zombies when they go down to one.

Twin-Headed Behemoth could be annoying when it comes to remembering/deciding which copy has already used its effect (it's a rare case in that it can never be reset).

Is it just me, or are all the no-longer-restricted cards quite interesting?

Is "Gladiator Beast Bestiari" really that dangerous to warrant a restriction to 1? Nice to see "Dark Armed Dragon" there, though - I've heard people complaining about it in the past.

Apparently their justification for taking THB off the list is now the effect can be used only once between all 3 copies. So once at least one of them has been sent to the Graveyard for the first time, you can use its effect. But then you can never use the effect again, no matter which THB is which. If two of them were simultaneously sent from the field to the Graveyard for the first time, you'd only be able Special Summon one of them.

Of course, all this does is increase the chances of using THB's effect sooner, and no one's going to run more than one copy just for that since they'll end up being orange colored cards with no actual effects during the course of the duel.

That's fairly useless. Was that done to make it easier to remember (i.e. no arguments about which card has done what), or to make the card worse? What with all the other recursion cards around nowadays, "Twin-Headed Behemoth" is fairly weak anyway, let alone this new ruling. It deserves to be unlimited if it's now this useless.

It looks like we are going back to dark and light decks. mystic tomatoes, phantom of chaos, along with cyber dragon/ light machines to fusion for chimeratech fortress set things up for chaos sorcerer. Maybe add a light and darkness dragon or two in the mix, alongside with two tuners (u got it a light and dark) monsters. We shall see what happened..Oh wait! there is no more Organized Play!!!!!

Wait, Reinforcements of the Army is now banned? WTF?! That just destroyed one of my strategies for bring out Archlord Zerato.

However,I need to get this off my chest, what the hell is the point of a ban list anyway? Why bother making a card if they are just going to ban it? That defies the point of coming up with your own strategies and takes away the fun of the game when you are not allowed to play with certain cards. Why not just eliminate the game altogether then? It really makes me mad that I go to all this trouble to create a deck, and then suddenly they decide to ban a card that is in my deck (like Magician of Dark Chaos, I had an entire Spellcaster deck centered around him for 4 years, and when he was banned, I threw away my deck as it was useless).

reinforcements will drop down to a limit one, not banned.

and the point of a banned list is so everybodys not running OTK decks. if you dont like it, just use thetraditional list:peace:

Card become banned because cards become a liability to the sales of future sets. If a CC deck becomes CC based on a perception that only this type of deck will win, then whose going to bother buying packs of new sets with weaker, less interesting cards, even if it's only a perception? The ban list keeps new sets viable, the game lucrative and has the cursory benefit of keeping organized play from going stale, again, even if it's only due to perception.
