Important Mind Crush question

Now that Mind Crush is seeing much play, this question came to mind again. I know it probably doesn't have a definitive and official answer yet, but I would like to see what you have to say about it:
TP summons Stratos in his Main Phase 1, activating his search effect to add Destiny Hero - Malicious to his hand. NTP has 2 set cards and doesn't respond and Stratos effect resolves.
After that, who has the priority to start a new chain?
Can NTP activates Mind Crush calling malicious before TP has a chance to activate D Draw for example?
I know that there are some pleople that believe that "the opponent of the controller of the last effect that resolved in the chain" gains priority and there are some people that believe that priority always return to the Turn Player after a chain resolves.
What is the most accurate call?

The short answer is, in that specific situation, the NTP can activate it before the TP. Keep reading.

The long answer is, when a chain finishes resolving, there is a Priority situation. Yes, the same Priority as when you Summon a monster.

The Turn Player can respond first. However, he can only respond with Ignition or Spell Speed 2+ effects, like with all Priority situations. Unfortunately, Destiny Draw is Spell Speed 1. If the TP doesn't do anything, it passes to the NTP, and Mind Crush can be activated.

However, if the TP had Raigeki Break or Rising Energy, they could be activated before the NTP could respond.

But is it official or the result of a discussion in this forum? (which I certainly respect, but of course, it's not the same as it being official)

What Entropy said is mostly correct (you wouldn't be able to activate an ignition effect in this scenario since the chain didn't end with a summon).

Now, as for how official it is? It's "unofficially" official. The mechanic is still being sought approval from Konami which is why you won't see any "public" posting or statement of how it works. However, it is the way the judges have been told to rule things (though to be honest, most judges probably haven't heard about this either).

So, take it as correct but know you won't really find anything that explains it in detail. However if you need to debate the point with someone, just remember this example:

Your opponent activates Card Destruction (discard then draw). When that chain resolves, since the last thing to happen was them drawing a card, you have the right to activate "Appropriate" (initially - flipping it up). If this Priority event didn't happen, they could go on and play say Confiscation or Summon a monster which would mean you never had the chance to activate Appropriate.

It's even "officially" official, since it was answered here.

So Trigger Effects and Spell Speed 2-3 effects can be activated right off the bat, but both players have to pass priority once each before the Turn Player can perform a summon or activate a non-quickplay Spell Card or an Ignition Effect.
 
Well Trigger Effects activate regardless. They NEVER have been part of the Priority issue. Also, being as the post was from 2005, while he answered the question (and Curtis has answered similar questions more recently), there is no public posting of the exact mechanic of what happens and why. That is why I stated it is "Unofficially" Official. You'll get the correct answer if you try asking the list, but you won't find a detailed analysis of the "why" behind it.

Further, if I summoned a monster, retained Priority to activate an Ignition effect which in turn lead to another Summon, after that chain resolves I would still retain Priority to activate another Ignition effect because the last thing to happen would be a summon. The New Zombie card in TAEV (discard a card, summon a L4 or lower from either player's GY) would fit with this. It's only if the chain doesn't end in a summon do I not get to activate an Ignition effect with my retained Priority.

That was the kind of answer I was looking for. And I understand the point. It makes sense and sounds reasonable.

I have a new question (new to me anyway) about priority concerning Ignition effects from monsters.

Let's say for example I have Exiled Force on the field at the begining of my turn.
Now, for whatever reason, if I summon a monster would I still have priority to activate XForce's effect? Could I activate the effect directly after the summon, or would I have to pass it, and wait untill my opponent has his chance to respond to the summon before I can use the effect?
 
In the scenario you outlined, you could activate Exiled Force's ignition effect (or any other monster's ignition effect on your side of the field) You needn't use the ignition effect of a newly summoned monster.
