I have a question on Infernal Dragon. And for those who don't know:

If this card attacks, it is destroyed and sent to the Graveyard during the End Phase. When this card is destroyed and sent to the Graveyard from the field, you can Special Summon this card by Tributing 1 monster.

1) Can a monster be tributed to bring it back when it's effect destroys it?

2) Can it's effect to bring it back back be used during your opponents turn?
 
1) Yes since it was "destroyed". Note that nowhere on the card does it say how it must be destroyed, just simply "destroyed".

2) Since that part of the effect is also a Trigger Effect, you should be able to use it during your opponent's phase as well.

You know, suddenly, this card isn't looking quite so bad after all.
 
The most annoying combo is to use him with Snatch Steal/Brain Control. After stealing and attacking (Your Inferno Dragon already have 2000ATK beatstick) you tribute your foe's stolen monster to bring him back.

Anyway, the point is, as long as you have a monster for tribute, it's a 2000ATK beatstick that stays on the field, as long as it's destroyed by somekinda way.
 
While we're on the subject...
1. How does this effect chain when something like Brain Control has allowed the player to steal an opponent's monster?

2. Again, how does this effect chain when D.D. Survivor is tributed to return Infernal Dragon back to the field?

3. I'm assuming that even if Infernal Dragon is destroyed and Dimensional Fissure is on the field, he can Special Summoned from RFP via his effect. Correct?

1) There is no chain in the End Phase. You choose which effects you want to resolve in whichever order you want. So if you have your opponent's monster because of Brain Control and an Infernal Dragon who attacked you may:
a) Resolve Brain Control and return the monster and then destroy Infernal Dragon or
b) Destroy Infernal Dragon, and then use his effect and tribute the monster you control from Brain Control to bring him back. The effect of Brain Control would just go away at this point.

2) I'm assuming you are meaning if something like Macro Cosmos is on the field. Refer to the answer in point 1 but also see point 3 below.

3) Incorrect. They spelled it out in the card text to make sure there's no doubt this time around (though there shouldn't have been since monsters can return from RFP unless specifically stated like DD Scout Plane and DD Survivor).

Effect Monster (Dragon / DARK / 4 Stars / ATK 2000 / DEF 0)

Correct, an Optional Trigger Effect to be exact. It has the wording of "When....you can...." text that's consistant with Optional Trigger Effects.

Also, I'd like to mention that Infernal Dragon can't activate in the Damage Step.

He's, however, one of the better level 4 high attack monsters in the game. Gene-Warped Warwolf, Spear Dragon, and Gaia Soul the Combustible Collective being a small few of my personal favorites.

It's a decent enough card that I want three copies of it.
 
And since when can you not resolve a Trigger Effect (even optional ones) during the Damage Step?

Sangan? And before you say he's manditory how about Pinch Hopper? (Very Optional and very usable if destroyed by battle).

I fail to see where Infernal Dragon is any different.

My apologies about that. I'm not sure why I even said that. I think I was running Spell and Traps (that can't activate in the Damage Step) through my mind when I wrote that. So yeah, my initial statement was completely wrong.
