Japanese cards and Regionals

Can someone tell me if Japanese Yugioh cards are legal at sanctioned tournaments? Just wanting to know if I can use my Japanese Foolish Burial in a tournament or not.
 
The reasoning behind Japanese cards being forbidden in UDE sanctioned events is fairly simple. UDE don't print any Japanese cards and gain nothing whatsoever from a consumer purchasing the Japanese products. Therefore, UDE don't allow them to be used in their own events. If Japanese alternatives were allowed, then UDE would eventually have to abandon the game due to a low turnover which would result from people not purchasing their product.
 
Not to mention how difficult it would be for judges to ensure that a deck was 100% legal when in addition to card counts, they'd have to make sure all cards in the deck were part of the TCG and not OCG only.
 
Well along those lines, does anyone know when and/or if Foolish Burial will be released in the TCG. Seems to me like it would be broken if allowed more than one in a Exodia deck, especially with Manticore and Safe Return.
 
Foolish Burial just hit the scenes not too long ago. I don' t have the source off the top of my head, but there is lots of buzz about it.

One note to add, you now ARE allowed to use any international language card except Chinese and Japanese in your decks. So if you can score a Spanish or German Il Blud for your deck, more power to you. The "limitation" in the past has been you need to have an American card or some justifiable reference so that a judge could get the text ruling on the card, but we pretty much all know waht that cash Zombie does currently 8^D
 
It's in the newest structure deck, Rise of the Dragon Lords, card SRDL-EN020. It was released on the 24th, apparently.

It also comes with Malevolent Catastrophe (aka Unholy Calamity) (aka Calamity of the Wicked) (and I'm pretty sure it was called Malevolent Disaster somewhere).
