Are the Following Cards legal for turneys
from UDE's Judge Certification Program (YGO)

I was checking the list of legal Cards for turneys and for some reaseon these were not listed

I was told by a Judge that they are but they are not listed as legal sets so i was not sure if they were legal and were for got to be listed or if they are not legal for turneys and need to watch out for them

All of the cards you mentioned are legal for tourney play. Only if a card generates, by its effect, an unfair advantage for the player who uses it, and thus places the opponent at rather big disadvantage, will be banned (illegal). And last I checked, Elemental Heroes don't come anywhere near generating unfair advantages ;) (with the exception perhaps of Big City, I know :) )

If you'd have clicked on the link at the bottom of the post you would have been directed to the original thread on the Judge List where it had already received an official answer.
 
Now, according to DJ these are also here for us to be able to put in our two cents and discuss ramifications of rulings, or why we agree/disagree, etc. which we cannot do on the judge list. In fact, I remember a recent post where he bemoaned the fact that no one ever does comment on them. Just saying...

@Vanguard: I believe the issue he was asking about was one of timing of legality. You see when cards first come out they have a legality date. After which UDE will add them to their list of legal cards. However, for some reason these cards were missed. On the whole, unless a card is listed as legal for play in sanctioned tournaments, it is not legal, no matter how good or bad the card may be. This may become more of an issue should UDE decide to no longer support older sets (there is a rumor going around to that effect, but it has yet to have any serious support) like MTG does. Nevertheless, these cards were simply overlooked and definitely usable.
