In this ruling it makes it sound like this scenario could take place...

Adam has two face down "Magic Drains", Kyle activates "Monster Reborn". Adam responds by chaining one of his "Magic Drains". Kyle then discards "Scapegoat" from his hand to the graveyard. Adam then starts a new Chain and activates his other "Magic Drain", out of spell cards Kyle can not discard.


I do not see how either of the two would be reasonable situations being that your trying to stop the same thing 2x. I also believed you had to let a chain fully resolve before starting a new one. Being that the attack would go through then your opponent could activate the second "Gravity Bind" when the turn player chooses to attack again. I don't know if it's just me but this certainly does not seem feasible to me, based on the key-point that your trying to stop the same thing 2x, then the chain ends with a counter trap card. Maybe some one can clearify this to me. Because i understand how multiple "Draining Shields" can be activated, but only if your opponent can not chain inbetween them. Thanks for any help.
 
the reason is because nothing can be acticated during the resolution of a chain... spear dragon's attack does not have a spell speed so it isn't part of the chain. Allow me to ellaborate.

counter traps can only be the VERY NEXT LINK in the chain. I can't activate monster reborn, then, after my opponent activates waboku, chain to the activation of waboku with magic jammer to negate my own monster reborn.

attacks do not have spell speeds therfore they are not being chained to. in the example chain the chain resolves and you are back where you started:
the chain resolves with solemn judgement negating the activation of gravity bind and you are back to the action which last occured, the spear dragon attacking (which does not have a spell speed) and can once again have another card activated in response to it's attack.

In your example monster reborn is activated and magic drain is chained in response to it. Resolution starts as soon as scapegoat is discarded. Resolution:
-Magic drain resolves and Kyle discards spcaegoat from his hand
-monster reborn resolves and special summons a monster
your back to where you started, Kyle's main phase

NOTHING CAN BE ACTIVATED DURING THE RESOLUTION OF A CHAIN. The only thing that can happen during the resolution of a chain is a continous effect can trigger an resolve in between chain links.

the example you took from the judges list is a situation with multiple chains. Your example is only 1 chain, and illegal one if I may add.

Only the first chain is in "response to an attack". This means that Mirror Force, Magic Cylinder etc can only be activated in the first chain of the battle step, after one chain resolves they've missed their timing, it's in response to an attack

Gravity bind doesn't have any activation requirements and can be activated at any time, so activating it in a second chain is okay.
 
so as for the Magic Drain example... you cant really do that can you?? I mean if they have the discard for the 1st magic Drain, can you activate a 2nd one stopping that same magic card ? (if they dont have another magic to discard)
