I haven't played the game itself for ages. I collect the cards only, and possibly make a few Decks in the hope that I might one day be able to persuade a friend to play with me. Living in England I tend to not be able to find anyone else who is interested. So the Ban List doesn't affect me. I don't know about Meta, nor what terms like "flip-flop control" means.
But I can follow along. Personally I'm confused as to why Apprentice Magician is semi-restricted (aside from possible swarming, as I gather Spell Counters aren't popular nowadays), and why Reflect Bounder and Time Seal are up there.
Then again, since Internationals are coming up shortly it makes sense that there is a Global Ban List, even if some of the cards don't make sense in some regions. Overall I would guess it's balanced.
