Is the lingering effect of last will subject to timing issues? Since it says that "you can" summon a monster of 1500 ATK or less when one of your monsters is sent to the graveyard this turn, it implies that it would have all of the timing issues that peten the dark clown would otherwise have.

No, I believe this is different.
When you first activate the card, it's already considered activated, and will linger on the field until conditions are met.
The "you can" is not a part of activating it's effect in the first place, it allows you whether or not you wish to use this effect.
Choosing Yes or No, it only has a 1 time use.
