Level Retuner clarification

If You've got Rose Warrior of Revenge on the field and summon a level two normal monster. Could you then use the effect of Level Retuner to drop that level two monster to level zero and synch for Armory Arm?

It's impossible for a monster's level to be 0 or lower.
Note the following ruling on Silent Strider, which also has a level reducing effect:

• "Silent Strider's" effect targets 1 face-up monster. You cannot select a Level 1 monster.

You would have to reduce Rose's level to 2, instead, and then tune her to the level 2 non-tuner monster to Synchro Summon Armory Arm.

Downgrade the monster equipped with this card by 2 Levels.

• A monster's Level cannot go below 1. You can equip 2 "Demotions" to a monster to reduce its Level by 4.
