Light of Intervention

Under Light of Intervention in the card registry these are 2 of the rulings:

While this card is on the field you cannot flip a monster face-down with "Book of Moon", "Darkness Approaches", etc.


[Re: Book of Moon] You cannot activate "Book of Moon" while "Light of Intervention" is active.

Questions:
1) Would this also mean you could not summon Tsukuyomi?

2) Would Tsukuyomi's effect not happen if attacked while face down(Light of Intervention is active but activated after Tsukuyomi was set face down. Light of Intervention does not effect monsters already face down)?
 
And as we also covered when this was asked what... a week ago? Most likely Tsukuyomi would turn the monster into face-up defense position since it can still change the battle position of the monster, just not put it face-down.
