If Lord of D. is face-up on the field and I have my Horus LV6 out...I attack one of my opponents monsters and destroy it...Do I still change Horus LV6 into level 8, or does Lord of D. prevent his effect because its targeting a dragon?

You still get LV8.

Sending lvl 6 to the graveyard is not a 'targeting' effect because you do not select any target. Thus Lord of D. will not stop the effect.
