So, how is it that Proto-Cyber Dragon can be used with Machine Duplication since it's ATK is 1100?

I'm lost, but I have a theory. A Legendary Ocean is a Condition, while Proto-Cyber Dragon is a Continuous Effect. Perhaps the Condition is to create an alternate name, while the Continuous Effect replaces the name?

Now we just need to learn to decipher Konami's thought process when they give two different effects the exact same wording. Perhaps they need to employ someone who speaks and understands English.
