If I activate magical hats, and I search 2 non monsters. Can I activate compulsory ev divice to put 1 of the selected cards in my hand???

Yes. It's perfectly legal. All the face-down cards are considered Monster Cards, and can be targeted by CED.

I used to run that trick with Penguin Soldier and Desert Sunlight to get both non-monsters back.
